I Want To Setup A Few Systems For Homeless People To Access The Internet

I have some old computers that used to run Windows 10, and want to repurpose them as Internet access points for some homeless people. Kinda like a manageable Internet Cafe but for free.

I want them to be Linux based for security reasons.  I "googled" around and found an old Linux distribution specifically for this purpose, but it has not been maintained and has been discontinued for many years: ( https://distrowatch.com/table.php?distribution=zencafe )

I've played around with various versions of Linux in the past, I have built systems from scratch, and know how to make decent batch files.  So I think I can succeed in taking this on, but I also don't want to waste time reinventing the wheel. I figure there must be some good info on how to do this out there.

And suggestions?
