Stutter

With a display or playback, stuttering is where a computer's video or audio continuously or randomly hesitates, causing media to "skip" like a record player.

Specific to video, stuttering can also be synonymous with screen tearing, an event that occurs when the frame rate isn't synced with a monitor's output. More specifically, a display device is trying to show information for multiple frames on a single rendering pass. The result is a "tear," where you see two or more mismatched images on the same frame.

Other reasons stuttering may happen include improper settings, limited processing power, insufficient memory, or incompatible hardware.
