Throttle
Throttling is the act limiting a resource over a set time. For example, a web server may throttle its users by only allowing 10 at a time if it's overloaded. This type of throttle improves performance and can prevent the system from crashing during busy times of the day.
What is ISP throttling?
Bandwidth throttling or ISP throttling is a limit imposed by your ISP (Internet Service Provider) that reduces your available bandwidth. In the United States, bandwidth throttling is not allowed under FCC (Federal Communications Commission) regulations. Net neutrality aims to help prevent ISP throttling, blocking, and prioritization of any Internet traffic.
Using a VPN (Virtual Private Network) can prevent some types of ISP throttling by making it impossible for the ISP to identify the websites you're visiting.
What is bandwidth capping?
Bandwidth capping is sometimes confused with throttling, but is different. Capping sets a limit to the amount of bandwidth your device can consume at a time. This capping helps prevent a wireless user from consuming all of the available capacity of a network.
